GREELEY, Colo. (Weld County D.A.) – On Monday, February 9th, Weld County District Attorney Michael Rourke issued a letter and report to Severance Police Chief Ken Chavez regarding the officer involved shooting of Garland Culbertson on December 9, 2025.
The 19th Judicial District Critical Incident Response Team (CIRT) conducted the investigation which was provided to the District Attorney’s Office.
Based on the thorough CIRT investigation, DA Rourke has determined that Sergeant Arvisais was justified in discharging his firearm at Culbertson during the incident.
Because of a pending prosecution for Culbertson, no other information is available at this time.
